Asynchronous Course Open to Degree and PACE students

Section Description

This asynchronous online course examines the structure, functions, and dynamics of governance at the state and local levels in the United States, with an emphasis on policy and practice. Students explore the relationships between federal, state, and local governments, including federalism and intergovernmental relations, and examine how public policy is developed, implemented, and managed across these levels of government.

The course integrates key theories from public administration—including representative bureaucracy, governance frameworks, and public management—with applied perspectives from contemporary state and local government practice. Through case discussions, practitioner guest speakers, and analysis of current policy issues, students examine challenges such as housing affordability, public finance, service delivery, and leadership in local government.

Assignments emphasize applied policy analysis and professional communication, strengthening students’ skills in policy analysis, professional writing, and evidence-based decision-making relevant to careers in public service.

Course goals and objectives include:

1. Analyze the roles and responsibilities of state and local governments within the American federal system.
2. Evaluate key theories and frameworks in public administration as they apply to state and local governance.
3. Develop practical approaches to addressing policy and service delivery challenges at the state and local levels.
4. Examine how institutional, political, and administrative dynamics influence government decision-making and performance.
5. Apply research and analytical methods to evaluate governance practices and develop policy recommendations.

Section Expectation

This asynchronous online course is organized into weekly modules that include recorded lectures, readings, discussion boards, and applied assignments designed to connect theory with practice. Students should anticipate spending several hours each week engaging with course materials, discussions, and assignments, depending on their pace and familiarity with the material. Active participation in online discussions and engagement with peers is encouraged.

Throughout the semester, students will hear from guest speakers who are practitioners in state and local government, providing insight into contemporary governance challenges.

Students will also complete a semester-long capstone project focused on a current state or local government policy issue, culminating in a professional policy brief and recorded presentation for a practitioner audience.

Evaluation

Grades are based on participation and performance on course assignments and activities, including discussion engagement, written analyses, applied assignments, and a final capstone project.
