Section Description

What is Vermont's Act 139 asking of us and our education systems? This graduate-level course offers a comprehensive exploration of Vermont Act 139 and its implications within the broader context of evidence-based literacy instruction. Designed for educators, administrators, policy advocates, and literacy specialists, the course invites participants to critically examine the current literacy environment in Vermont and beyond. Grounded in contemporary research and policy analysis, participants will explore the origins, mandates, and intended outcomes of Act 139, alongside a review of the scientific and theoretical foundations that inform evidence-based literacy practices.
Through guided reflection and applied inquiry, students will consider the impact of literacy policy on instructional decision-making, resource allocation, and professional learning across classroom, school, and district levels.
